64th Ave. ARI Authority

The 64th Ave. ARI Authority (the “Authority”) is a public corporation and political subdivision of the State of Colorado, created by the Amended and Restated 64th Ave, ARI Authority Establishment Agreement, dated July 28, 2020, as it may be amended from time to time (the “Establishment Agreement”), under Sections 29-1-203 and -203.5, C.R.S, by and between the Colorado International Center Metropolitan District No. 6 (“CIC District No. 6”), Colorado International Center Metropolitan District No. 7 (“CIC District No. 7”), Colorado International Center Metropolitan District No. 8 (“CIC District No. 8”), Colorado International Center Metropolitan District No. 9 (“CIC District No. 9”), Colorado International Center Metropolitan District No. 10 (“CIC District No. 10”), Colorado International Center Metropolitan District No. 11 (“CIC District No. 11”) and, together with CIC District No. 6, CIC District No. 7, CIC District No. 8, CIC District No. 9, and CIC District No. 10, the “CIC Districts”), HM Metropolitan District No. 2 (“HM District No. 2”), Velocity Metropolitan District No. 4 (“Velocity District No. 4”), Velocity Metropolitan District No. 5 (“Velocity District No. 5”), and Velocity Metropolitan District No. 6 (“Velocity District No. 6” and, together with Velocity District No. 4 and Velocity District No. 5, the “Velocity Districts”).  The CIC Districts, HM District No. 2, and the Velocity Districts are collectively the “Member Districts” of the Authority. 

The Authority has been established for the purpose of financing and installing the “64th Ave. Regional Improvements” as defined in the Establishment Agreement as the widening of the 64th Avenue bridge over E-470 and the extension of 64th Ave. from E-470 to Jackson Gap.   All of the  64th Ave Regional Improvements will be owned, operated and maintained by other governmental entities once construction is completed and all requirements of final acceptance of such governmental entities have been met.

The Authority is located in the City of Aurora, Adams County, Colorado.

The Authority may incur a maximum debt of $45,000,000. The ARI Mill Levy (defined below), and any other legally available revenue may be used to repay such debt.

The Authority does not impose a debt service mill levy, but the Member Districts are required to impose an ARI Mill Levy in the amount of five (5) mills (subject to adjustment for changes in the method of calculating assessed valuation or any constitutionally mandated tax credit, cut or abatement on or after January 1, 2004) and to remit all of the taxes collected as a result of the imposition of the ARI Mill Levy to the Authority to repay Bonds issued by the Authority (“ARI Mill Levy”). 

The Authority does not have taxing boundaries as it does not have the power to impose property taxes, but each of the Member Districts boundaries overlap with the boundaries of Adams County, City of Aurora, Rangeview Library District, Regional Transportation District, School District 28J – Aurora, and Urban Drainage and Flood Control District.

The following process is in place for matters of an emergent nature, which is defined as matters that are urgent and require prompt attention which cannot wait until regular business hours due to the potential to affect the health, safety, and welfare of the residents and property owners in the District or the integrity of the public improvements owned, operated, and/or maintained by the District. Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via any of the methods available on the "Contact Us" page:
